And given that my tastes have changed a hell of a lot in the past year, this needs amending:

Yang friggin' Wenli from Legend of the Galactic Heroes. He's like a mixture of Spike from Cowboy Bebop, Dr. Tenma from Monster, and L from Death Note, a combination that couldn't possibly be anything other than great. He's universally loveable, cool, fun, snarky, laid-back, and an absolute genius.
